The Detention Center, in accordance with laws, houses criminal defendants, the accused, correctional inmates, and inmates who receive a sentence of less than one year, the enforcement of which is administered by the Shihlin DA Office. Due to the rapid development of the society, the facilities of the DetentionCenter were no longer sufficient. Moreover, some buildings were sea-sand houses, and therefore, due to safety concern, on February 13, 1998, under the request of the Ministry of Justice, the DetentionCenter was temporarily moved to the CustodyCenter of the TaipeiDetentionCenter. The ShihlinDetentionCenter has been working on moving to Sijhih. Construction is estimated to be completed in 2009.
Correctional Management
Managerial Approach:
The DetentionCenter provides different zones for different types of detainees; those under penal punishment, the defendants, those under correction, those to whom no visit is allowed, those newly detained for the purpose of examination of their alleged violations of rules, and patients. Its managerial principle is “Lenient in Daily Life; Strict about Principles”, and our artistic method of management is “Management is Service; Service is Management”. With love, patience and care, the DetentionCenter assists the detainees to develop self-loving, self-respecting, and low-abiding personalities. One managerial goal is to ensure that every measure taken is pursuant to applicable laws and regulations.
Impart Regular Education on Staff Members:
In order to increase the professional and practical knowledge of our staff members, they are taught new concepts and technology in groups, and are provided with academic and vocational training courses. Tests are held in June and December every year to strengthen the on-career education.
Crisis Management:
In order to handle accidents instantly and efficiently, the DetentionCenter has made crisis management plans, and it holds maneuvers on the prevention and/or control of uprisings, fleeing, earthquakes, fire accidents and diseases. Moreover, to ensure the security here, the DetentionCenter has signed a police-power assistance agreement with the Taipei County Police Bureau
